In addition, extrapolating wildly from the apparent capacities of the 9/11 hijackers, some have greatly exaggerated the threat presented internationally by small bands of terrorists, sometimes even to the point of deeming it to be existential—a process that may be repeating itself with the vicious group called ISIS or the Islamic State. This chapter examines what might be called the misoverestimation of terrorism—playing on a verbal invention of George W. Bush. Our risk-based framework is published in important, peer-reviewed journals: Risk Analysis and Journal of Policy Analysis and Management, and it was included in our 2018 book, How Safe is Safe Enough? Measuring and Assessing Aviation Security. We systematically and transparently apply standard risk-analytic and cost-benefit methods, ones that are routinely applied throughout the world. We use the standard definition of risk adopted by the DHS and TSA where the reduction in risk is the degree to which the security measure foils, deters, disrupts, or protects against a terrorist attack. A security measure is cost-effective when the benefit of the measure outweighs the costs of providing the security measures. Our results are based on robust systems reliability analysis and cost-benefit assessments. We find that secondary cockpit barriers are highly costeffective: Very effective: The secondary barrier reduces risk by up to 15%. Total risk reduction from all layers of aviation security then exceeds 99%. ; Modest cost of only $5 million per year for entire US commercial airline fleet. ; $10,000 each annualised for 6,000 aircraft over 15-20 year service life. ; Break-even analysis shows that even if there were only one terrorist hijacking attack in a thousand years (annual attack probability of 0.1%) and the terrorists arrived at the airport undeterred and undetected, secondary barriers would still be cost-effective. ; The benefit-to-cost ratio is a high 41 – $1 of cost buys $41 of benefit (lives saved, damage averted. ; Cost effective even if risk reduction is reduced by a factor of ten and costs quadruple.]]> Tue 07 Jan 2020 16:28:44 AEDT ]]> A risk and cost-benefit assessment of Australian aviation security measures https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:4642 Sat 24 Mar 2018 10:13:12 AEDT ]]> Acceptability of terrorism risks and prioritising protective measures for key infrastructure https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:11992 Sat 24 Mar 2018 08:09:40 AEDT ]]> Terror, security and money: balancing the risks, benefits, and costs of homeland security https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:16603 Sat 24 Mar 2018 08:06:39 AEDT ]]> Terrorism and counterterrorism in the US: the question of responsible policy-making https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:20717 Sat 24 Mar 2018 08:06:21 AEDT ]]> Terrorism risks and cost-benefit analysis of aviation security https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:19654 Sat 24 Mar 2018 08:01:13 AEDT ]]> Terrorism risks for bridges in a multi-hazard environment https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:20413 Sat 24 Mar 2018 08:00:52 AEDT ]]> Cost-benefit analysis of airport security: are airports too safe? https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:21323 Sat 24 Mar 2018 07:52:50 AEDT ]]> Terror, security, and money: assessing the cost-effectiveness of critical infrastructure protection https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:21664 Sat 24 Mar 2018 07:52:21 AEDT ]]> Aviation security, risk assessment, and risk aversion for public decisionmaking https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:19409 Sat 24 Mar 2018 07:52:06 AEDT ]]> A risk and cost-benefit assessment of United States aviation security measures https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:5262 Sat 24 Mar 2018 07:46:34 AEDT ]]> The curse of the Black Swan https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:30153 Sat 24 Mar 2018 07:34:32 AEDT ]]> Chasing ghosts: the nature of the terrorist adversary https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:29280 Sat 24 Mar 2018 07:32:53 AEDT ]]> Responsible policy analysis in aviation security with an evaluation of PreCheck https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:22850 Sat 24 Mar 2018 07:16:02 AEDT ]]> Terrorism, counterterrorism, and the internet: the American cases https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:22747 Sat 24 Mar 2018 07:12:23 AEDT ]]> Are We Safe enough?: Measuring and Assessing Aviation Security https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:50791 Sat 05 Aug 2023 12:39:52 AEST ]]> Risk-based passenger screening: risk and economic assessment of TSA PreCheck increased security at reduced cost? https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:22652 Mon 13 Aug 2018 12:51:23 AEST ]]> Aviation Resilience to Terrorist Hijackings https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:43016 Mon 12 Sep 2022 08:33:24 AEST ]]> Terrorism risks, chasing ghosts and infrastructure resilience https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:44182 Mon 10 Oct 2022 10:48:23 AEDT ]]> Risk and economic assessment of U.S. aviation security for passenger-borne bomb attacks https://novaprd-lb.newcastle.edu.au/vital/access/manager/Repository/uon:41297 Fri 23 Jun 2023 09:32:38 AEST ]]>
